No doubt about it, poker players, online poker software developers, other gaming software developers, and even legislators who play poker know that poker among other online games is a game of skill, and more than what it is conceived to be.

The Skill Game Protection Act (HR 2610) - This distinguishes games where success is determined by skill of the players rather than by chance. This includes poker, bridge, chess, backgammon, and mahjong. Another stipulation of this bill is that anyone under 18 is prohibited from playing online.
Internet Gambling Regulation and Enforcement Act of 2007 (HR 2046) - This bill allows wagers to be accepted by federal licensed online companies and prohibits online gambling on professional sports.
Internet Gambling Regulation and Tax Enforcement Act of 2007 (HR 2607) - This amends the Internal Revenue Code of 1986 to regulate online gambling. The point here is regulate, not prohibit.
